Sony overlords sorta fucked over the PlayStation modding scene. If you have an idea for what you want your play through to be like though, just state it and people here can recommend you mods to fitĮdit: this will be a bit harder for you since you are on PS4. Is the unofficial patch because it makes the game so much more playable.
The only mod I truly deem as the “best” or basically required. “Best” mods aren’t determined by the download counts on the nexus or anything. Want to be building cities? Add building mods that are new stuff and the sim settlements mod so your settlements actually do stuff. Want hardcore? Add some gun mods that have damage configuration, use the survival configuration mod to scale enemies. It’s entirely up to what you want your play through experience to be like. There are no best mods or best mod lists.
